app-crypt/gnupg: Add 2.5.19
This is customized to allow use of /run/user/$UID or /var/run/user/$UID to be
disabled. Along with enabling `run-gnupg-user-socket` and using a PAM module
that automatically creates the directories on login users only, this prevents
portage from causing sandbox errors when some tools like pam_xdg create the XDG
directories through su or sudo.
While this solution might seem excessive I think it can also be useful in
instances where relying on /run/gnupg/user instead of /run/user is needed.
Package is masked by default.
