acct-user/qdrant: update EAPI 8 -> 9

Every eclass the ebuild inherits supports EAPI 9. Changed in place
without a revision bump, so installed copies are not rebuilt for it.

acct-{group,user}/qdrant: add the missing metadata.xml

These were the only two packages in the overlay shipping no metadata.xml at
all. Added with the same maintainer block the sibling acct-* packages use.
