app-office/osmo-0.4.4: update ebuild

osmo-0.4.4 can (and according to README - should) be built with gtk3.
Some other dependencies are also updated: libtar -> libarchive, gtkspell -> gspell, libical - higher version, webkit-gtk:4.
Some deps are optional, so I added use flags.

libarchive is pulled but backup option, but this also requires gringotts;
build is possible only with backup disabled (I was reluctant to finally
remove this dep until fully sure, that gringotts can't be packaged)

Updated EAPI, better autotools usage.
No need for manual libical include flag, since it's configured via
pkg-config.
Previous two patches seem to be applied.
